Name the bike

I have no idea of what this is but before I start Googling.
I'd say the crankcases look like a Honda
It's a single cylinder 4 stroke
The size ratio between bike and engine have me thinking 250 cc or smaller.
And finally one of those bikes only available in Asia.
 
Trying to get others involved with this, it's easy but ...
Brand?
Year?
Model?
Name 5 obvious differences between this and the many thousands that came in the next year?
Name the rider?

Honda CB 750 Four K0
Year 1969
Side cover was different to the K1
The motors were basically the same but the overall look seemed to be different to the K1

Honda CB 750 Four K1 (This is the one I had)

This isn't too hard, a lot of cosmetic changes the next year.

Okay,let's try the differences.
Very early models had sand-cast motors,the give-away is the positioning of the vertical ribs between the fins on the side of the cylinder head.
The so-called KO (first) models had a different airbox/side-cover configuration.
The carbs had four separate throttle cables,no cross linkage so balancing was fun and frequent,not to mention the very heavy pull.
Later models got an uprated drive chain,the earlier ones tended to part at the master-link and break the crankcases.
When did the black brake caliper start?
The list of changes goes on but those are the earliest I can remember...............
Your one seems to have an interesting front spoiler/airbrake/bug deflector/number plate.

Yeah Doug back then we had plates front and rear. Only rear now, helps when running into speed cameras.:y16:

Painted headlight shell, chrome on later CB's
Painted air filter box, black on later CB's
Square seat with a small lip[ at the back, rounded on later CB's
