What Bike Is This?

I would never have guessed the Montgomery and don't have a clue about this one except that It's British - maybe 20's or 30's.
During that era and the early decades of the British motorcycle industry there were dozens of small bike companies that soon fell by the wayside and were forgotten.
 
So let us try this one next.

That looks a bit cobbled together, can't imagine they would have an exposed belt drive to the dynamo (it doesn't look British) and that kickstart is definitely modern and not a period piece, probably the same for the bulb horn.
The fuel tank has to be the clue to it - perhaps a Monet Goyen ?.

Apparently when this bike was found it was complete but some of the parts were so bad the guy restoring it had to remake them from scratch. It is supposed to be original as it could be from what he had to work from.

It is not British but the restoration was done in Dartford Southeast England, the guy that did it was 63 years old and a machinist.
