I got two inches of rain of rain Sunday and 0.25 inches Saturday. Right now I'm watching potential hurricane Helene which will bring me elevated rain chances over the next two days.

Agreements with neighbors (states or companies) are a natural (I would hope) process to have in your area. I am sure such agreements would also be found in the mountain states, and Cal-Neva. After a couple of decades of experience with natural "disasters", such agreements should be a "natural" result.Many states have inter service agreements to help each other in natural disasters. It's just a way of life. FEMA normally pays for this restoration of services.
Florida and Texas have led the way in organizing and preparing for natural disasters. Florida has prepositioned stockpiles of emergency supplies such as water, food, first aid, etc. Here, state law mandates that service stations and, I think, grocery stores have emergency generators. This also applies to nursing homes and hospitals.Saw a photo on Twitter of the utility trucks staged in one (of many, I'm sure) area, ready to move out and find and/or repair any downed line or poles/towers. I ever saw anything like that here in CA, but we rarely have to worry about sever wind storms, just fires. Have to give your utility companies, and your governor, kudos for being so prepared!
