Blowing fuses & Oil weep

The other thing I've noticed is the engine management light was coming on/off and engine sort of cutting out as previously mentioned so would a short cause this?

Yes, that would be a possible sign of a short. It is not a solid, or dead, short, though, because then the fuse would blow immediately. It is just an educated guess, but picture an uninsulated "hot" wire moving around and touching bare metal somewhere. I know you re-wrapped your wiring harness (loom), but there are wires that have to leave the loom to go to remote points.

Another thought that comes to mind is to check the "kill switch" that is associated with your kick stand, and the wire(s) connected to it.

Electrical issues are often simple to fix, but tedious to find (to echo what TriumphDavid just said).
 
TrophyMan, I feel your pain and frustration! You're already beyond my troubleshooting and repair abilities. I'm sure we all would like to know the eventual outcome, though. Electrical problems are the absolute worst. Hang in there!
 
Well update at 7/12 - keeping bike have just sourced a second hand wiring loom £100 so will strip out current one place this in once I've continuity checked all that I can and see what happens, also ordered a non std rec/reg with MOFFAT tech £83 compared to Triumphs £250 and if all this doesn't work then look at others things and go from their. Will keep you informed if I find anything and hopefully update in the new year, cheers and be merry I was last night..

Will look into kill switch and side stand cheers guys see you in 2019..
 
Further update 14/1. Over the Xmas/New Year did not do as much as expected or should have done. Put it in a bubble though.

Anyway after much more head scratching I decided not to strip the loom any further but focus on the wiring diagram and all things leading to fuse no.4. So I thought right deal with the peripherals that affect or plug in and test/try so fitted replacement reg/rec from M&P (uk bike accessories etc.) which has the MOFFAT tech inside.

So went for a 48 mile spin various speeds with constant throttle at 40, 50, 60, 70 + hit some potholes not deliberately and no problem; so plan for a further ride but longer and see if it's solved. If it is I'll advise and be annoyed as this could have been sorted so much earlier and a reasonable simple fix, fingers crossed and happy new year to all.
 
Well its 12/2/19 and been out several times long (ish) rides with todays 115 and no problem at all since installing new reg/rec not OE but one with MOFFAT tech. So in the end what I did:
1. Stripped back large part of wiring loom from headlight to near end of tank not issues seen/found.
2. Continuity check on all items leading to and from fuse no.4 using Haynes manual, all seems fine.
3. The right handle bar switch gear taken apart and cleaned/checked although look like new, put some electrical grease in places.
4. Ignition switch/barrel took apart and again was already greased up and the contacts again no apparent issues & continuity checked.
5. Fuse box removed all fuses thorough check for any debris all was fine & I placed some electrical contact grease in no.4.
6. Checked all the relays in the side panel and under tank all clicked/ticked when checked.
7. Replaced reg/rec.

Reference other suggestions I checked the side stand wiring and the alternator wiring no apparent issues no continuity check done, so fingers crossed and AGAIN many thanks for all the suggestions and info.
