I've seen it live many times over years. A friend and I used to even forge fake FIA credentials that allowed us into the most restricted areas at F-1 races. I even have an up-close photo of Jackie Stewart interviewing Gerhard Berger while Berger was sitting in his Ferrari inside the Ferrari garage area!

I wonder if it also takes 21 of them to change a light bulb ?

A far cry from the days when a couple of guys in greasy overalls & a wheel brace between them did this.
 
F1 allows as many men over the wall as needed, but NASCAR limits the number.
I notice in F1 that the crew is already in position when the car comes in.
In NASCAR I think most of them would get run over if they did that.

Yes....in NASCAR and Indycars, only a certain number of pit crew are allowed to work on the cars AND they must remain behind a concrete wall until the car comes to a stop.

In F-1 you'll notice that they can have as many as they want already in place and each corner of the car has TWO pneumatic wrenches....one set to remove and one set to tighten the wheel nuts.
