I just bought a new t100 from Lynnwood - I live on Queen Anne. Haven't had it out in the rain but I've experienced started issues also. There have been some threads about this. I've seen 3 possible solutions
1. Keep thumb on button
2. Pull out "choke"
3. Turn key off and on again.

My initial starting and running crappy problems were all solved when I found that the batt leads were loose.
Then I decided that I would do the marble in the air induction line from the air box and it ran good for a couple days with a nice controlled throttle response then it started getting hard to start.
I checked the hose from the air box just cuz and it was hard as a rock between the marble and the valve making me think I had some kind of vapor lock going on (for lack of a better term. Not really a mechanic)
Anyway I took the marble out and plugged the hose back in, did the 20 minute idle thing and it started fine after that although I still thought it a little rough at idle.
Last week took it to I 90 Motor Sports where I bought it for the 500 mile service. They said that my idle was low and that I had an exhaust leak at the joint where one of the silencers plug in.
Bike runs like new again as it should.
I would check all your exhaust fittings and make sure they are tight.
How's the Cycle Barn treating you?
I was going to go and see them when I was doing my shopping but went to I 90 and ended up buying a T-100 they had on sale.
