When I began riding, there was no test. At 14 years of age, I was limited to 50 cc until I reached 16. Then it was unlimited; but keep in mind that 650 cc was a big bike back then. When motorcycle endorsements came around, I was grandfathered in. I have since taken an advanced course and a sidecar course. Neither was mandatory.

I had no idea there are all those tests and categories! No wonder my nephew is not bothering with a bike and is taking his car test.
A very sad state of affairs indeed.
This is why I'm always banging on to bikers in the UK to join MAG, we're a dying bread. I'm all for education and training new riders, but the cost is having an effect on new riders. As your nephew has already found out
The latest figures from the DVSA only 353 riders between the age of 16-17 took their test 2013/14 compared to 3294 the previous year a 90 percent reduction.
For 18 year old's it's even worse 151 riders took their test for the year 2013/14 compared to 2787 the previous year. A 95 percent drop.
For too long riders are just not joining MAG, and as a result the Government can just walk all over us.
As you said, "A very sad state of affairs indeed"
