If I get new handlebars, do they have to have the same cutouts on the very end of the bars as the stock street twin handlebars (underneath/inside the end caps)? If so, why?

I think the cut outs you are referring to are used when fitting the genuine Triumph heated grip kit.

The wiring is channeled through the handlebars I believe, so mare sure new bars will work in your case.
