Help Needed Here In The Colonies!

Note the 8mm set screw at the right, with the oil mist around it5.

I do not have a service manual (yet), so....
What is behind this screw? Because it is inset, that makes me believe it is an adjustment. If it IS an adjustment, what are its specs? Or is it just an access hole?

it looks to me to be an inspection port for the water pump drive !
