Dave, we have many MC's that are not 1%'ers; but the 1%'ers rule the roost. They have formed Counsels of Clubs and these Counsels vote to recognize or not recognize patches or colors. You had better not ride wearing a patch, especially a three piece patch, that has not been recognized. You will find yourself in a serious situation if you do. You can wear anything you want on the front of a jacket or vest; but you better toe the line at what you wear on the back.
For example, the PGR has an unofficial patch. It has not been recognized by any of the three Counsels in Florida. Most of our members who have the patch wear it only on missions. A few will wear it while riding to and from a mission. The 1%'ers know who and what the PGR is and they sometimes attend missions with us. They do not hassle us about the patch at all. Since the PGR is not an MC, a riding club (like HOG, Retreads, etc), or even an association (such as CMA), the Florida leadership has never chosen to submit the patch to the Counsels for approval. I have continued that policy during my tenure as State Captain. The PGR gets along fine with the 1%'ers and I want to keep it that way.
