ASO, organizers of the Dakar Rally, have confirmed the rumors: The event is headed to Saudi Arabia for 2020.
A few days back, we heard the ASO had made its decision on a 2020 destination, and was headed to Saudi Arabia for a 5-or 10-year contract. The rumor came after weeks of back-and-forth buzz. After the rally was restricted to running entirely in Peru for 2019, instead of racing through multiple countries, the general consensus was that the ASO was planning to move its operation. A few fans figured we’d see more South American races, but Saudi Arabia and North Africa rumors seemed to make more sense. Now, we see that the gossip was correct.
The organizers are saying very little about the move. The ASO press release had quotes from a pair of Saudi princes, and a few lines from David Castera.

“Looking back at my first memories of the Dakar and my first experiences as a competitor, I’ve always considered that this rally like no other carried a concept of discovery, a voyage into the unknown,” said Castera. He said this aspect of discovery is what excites him about the move to Saudi Arabia, as he now has a blank page to build a new race route from, on “territory made for rally-raids.”
The Dakar website says more details will be announced on April 25. Until then, fans can speculate, and argue. Already, some Dakar followers are unhappy about the race continuing to run in a single country, and others are unhappy the race is headed to Saudi Arabia, as they don’t believe the country safeguards human rights.

I stand to be corrected, but I believe it was moved out of the Middle East because of the danger there and ongoing conflicts.
I guess they feel it's safe enough to go back.
It made me smile to watch the bikes in the Atacama Desert in South America because I rode in the Atacama - but it was on the road and not in some of those impossible conditions they rode in BGRIN

I like to watch the Dakar; though I have no desire to ride in it! I would like to watch in person.

Rocky, it was indeed moved out of northern Africa because of the danger. I suspect that Saudi Arabia is even safer than South America. It will definitely be interesting to see how it plays out, There will certainly be a clash of cultures: the wide open open culture of automobile and motorcycle racer vs the very closed culture of Saudi Arabia.
