This morning I went to my favourite coffee shop and had my normal coffee @ R22 SA. So I give the waiter a R50 SA bill and he comes back with R23 SA Change.

There was absolutely no way I could get him to understand that he had short changed me by R5 SA  So in the end I just gave up and walked out as I could not take it any more, so I start to wonder what are they teaching them at school these days

Try giving them R50 then an extra R02 in order to get a round R30 change.
That only has two outcomes, OK no problem, or fu#k my brain hurts, why are you messing me up?

I had something similar a few years ago when I was working at the family's marina. A woman came in and bought a bag of shiners (minnows) and gave me $10.80 for a $3.20 purchase. I gave her $7.60 in change and she wanted to argue I owed her $8.00 instead of $7.60. I never did get her to see it my way and I later found out she was a MATH teacher.
