That is way cool. They are buddies.
What's really going on here is: the owl is really whispering to the dog "You lucky hound-dog - in another life when I was a big eagle owl, you would've been dinner!" That's why the dog is so still - he's worried what he'll come back to earth as next time round but worse, what's the owl going to be next time round!
nice. I love owls...my favorite bird if not fav animal. Well, cept dogs of course. They R my best friends. 
You can see those bands around the owl's legs....those are for a pair of "jesses" which are like a leash that falconers use to hang onto thier bird.
