Yes, I noticed that when I was in SA three years ago - litter and garbage all over the place - even out in the middle of nowhere in the Atacama desert.It is that way in Central and South America, too. I was taught that one may not be able to help being poor; but one can choose to be clean and tidy even if one is poor. And in my younger years, we were so poor we couldn't afford to pay attention.
I was a bit dismayed that such pristine and wonderful places were being treated that way.

I don't want to adapt to that.
Many years ago a good friend of mine had been living interstate and returned with his new girlfriend (soon to be his wife). Unfortunately at the time our local council workers were on a week long strike (work refusal) and our streets had uncollected garbage accumulating, she was horrified but we accepted the situation on a short term basis knowing the politics behind the mess.
