'Ground' table? Do you mean water table? Would definitely be hard to go underground if your water table is that close to the surface.

Here on my hill I could get away with a little underground construction but for most of the area that would be impossible. Like Carl, the hill isn't too bad but the folks two streets over sit 20 foot or more lower than I do.
