I believe there is a plug that I can plug a diagnostic lead into on all triumphs but can't seem to find it on my 1999 Thunderbird 900. Does anyone know if there is one and where I can find it

There is no flashing of the ECU's, at least on the Bonnies. A few brave souls have disassembled them and figured out how to program them. If the ECU is bad, you have to replace it.

I must stress that I'm no mechanic, but check the following
Battery voltage.
Spark plugs condition & HT leads.
Spark plugs not making contact.
Pick up coil could be defective. ( Mine went a few years ago, and it won't start when the engines warm )
Pilot screws out of adjustment.
Pilot jet or air passage blocked.
Air bleed holes blocked.
Check all rubbers before and aft of the air box for cracks, ( Check the condition of the air box it'self ) also the clips that secure everything together. ( My carb rubbers went a few years ago. Spray WD40 around the rubbers if the revs go up, you've got a perished rubber or two )
Check the float height in the carbs, too high or too low.
Fuel tank breather blocked.
