I've noticed a reluctance to fire up to hi idle from a cold start below about 60 degrees Fahrenheit at the first try. It seems you could crank for over 5 to 10 seconds without much success. So being the second year of lower temps on my 22 T100 Bonneville I've found out without failure, if you just crank it for barely a second and then come back at it a second or 2 later, it fires right up like it should to a hi idle. I've repeated this test on occasion to make sure, and it will consistently not start on the first try no matter how long I crank it, usually not more than 5 or 6 seconds, but instantly fire right up on the second try. This ECU is common to all 900 High Torque models over several years.
