1972 T120v Electrical Box?

What is this? And why is it on the outside of the bike and why would they cut a red wire coming out of the top?
Where does this part reside normally..

Could be wrong, but that looks like a replacement rectifier.

Appears to be a Sebring "battery eliminator"? If so, is essentially a reg./rec. but also with a capacitor for "battery elimination".

Because it did not fit anywhere inside? And/or the fitter believed it required greater cooling airflow than the original rectifier or Zener diode?

And/or the fitter was an early fan of "steam punk" ugliness ...

My buddy says it is a retifier but should be replaced…
