What is this? And why is it on the outside of the bike and why would they cut a red wire coming out of the top?
Where does this part reside normally..
Thanks

Appears to be a Sebring "battery eliminator"? If so, is essentially a reg./rec. but also with a capacitor for "battery elimination".

why is it on the outside
Because it did not fit anywhere inside? And/or the fitter believed it required greater cooling airflow than the original rectifier or Zener diode?

And/or the fitter was an early fan of "steam punk" ugliness ...

why would they cut a red wire coming out of the top?
A photo of the cut wire for clarity?

If it is a Sebring, they ground through their mounting.
