Does anyone know what this is for?

I'm with Philois and Greyfell. Neither original nor factory option. Doesn't look like a Triumph-style design. Undoing three allen-head screws will able you to check the wiring connected to the dial. My bet is that it's not connected into the standard wiring harness.
 
It's not factory. I installed a garage door opener there. It could be the same. Does the switch push down and return by itself? Try removing the console and see what's on the other side.

It is actually a dial, love the idea of a garage door opener though. I plan to remove the cover and take a peek, thank you.
 
Maybe it is just to give you something to do with your left hand when you are not clutching. You could maybe make noises as you twist it. Just sayin.
