My '78 Bonnie never had that. Never needed one. Never forgot to put the kickstand up. That's because vintage bikes were/are so simple that there are not too many things to have to remember to do, or not to do. Now, if I had one of those gizmos on my bike, I'd probably forget to make sure it works . . .
 
Legislation. It was to prevent riding off with the stand down.

Some manufacturers fitted the rubber extension to flck the stand up. Some set the stand up so that it would fold as soon as the bike was moved towards vertical.

Now they use electrical interlocks between clutch lever, gear indicator, and ignition.
