Tip Over Switch

New to forums, I have just acquired a triumph 650 and it does not start up. It was 12 o'clockEd. It has compression, spark, and fuel pressure. The fuel pressure is a tad low, 2.8 bars and the manual says it should be 3.2 bars. Would that small decrease in fuel pressure cause the bike to not start? Also a question about the tip over switch. Once a switch is activated does it have to be switched out or would it go back to operational on its own?
 
I wouldn't think a tip over switch is a one and done item but I've been known to be wrong in the pass. Welcome to the forum from Southeast Texas.
 
I have no clue what 12 o clocked means. When you say you have fuel does that mean it gets into the combustion chamber or you only have fuel pressure? What happens if you introduce fuel through the intake while cranking?
 
The tip over switch is for when the bike is as it suggests, tipped over. It closes to prevent gas running out through the normal air vent (usually the filler cap). The bike will run without it, as it is a safety device I don't recommend removing it but for a diagnostic check it's OK to take it off. It's simple to "puff check" blow don't suck! closed one way open the other way. I clean them out with carb cleaner or brake cleaner but gas will do the job too.
