Tiger Explorer No Crank No Start

Hey everyone


My bike is not turning over. I'm getting a no crank no start. Friday I was riding, all was fine. I got caught out in an ice storm and yesterday when I went out, my ignition was frozen.
I hit it with some deicer and got the key turning but when I hit the ignition switch, I get nothing. Yesterday was like 20F so I disconnected the battery and brought it in for the night.
Just hooked it back up, still nothing. I did a load test, I was reading 12.5V with the headlights on, so I think my battery is okay. That said, when I turned the key, I noticed this whining
sound. I have a video. You can hear it happening, until I turn the key off. When I turn it back on, it starts again. I flip the engine switch, you'll hear the fuel pump, along with the sound
until I turn the key off again. I'm wondering if this is related, but don't know what it could be. I checked the fuses, all were good. I thought maybe my clutch pin wasn't engaging, but I'm
able to pull it in and shift easily between first, neutral, and second. I was wondering if anyone has encountered this or if anyone has any suggestions on what to check?
