S'Africa's RICA law was fully implemented on 30 June. This means that every person in possession of a mobile phone or a wireless connector - anything that needs a SIM card, should have registered their SIM with proof of residence and a copy of their SA ID document. This allows the government to drop into your calls or computer as and when they want - purportedly they need a warrant to do this but we all know what will happen.

This morning, its being reported that for last 3 months already, vendors are selling PRE-registered SIM cards and the government and regulatory body claim they know nothing about this. The criminals are 10 steps ahead already and the legislation just being enforced??!!

The question is: How can the cards be pre-registerd unless the criminals have gained access to the cell-phone providers database and have been using registered users details to pre-register sim cards at the princely sum of ZAR20 each! This explains why I'm getting messages on my second mobile phone (ONLY my family has this number) telling me I haven't paid my TV license and I'm going to be prosecuted!

And the area where this is most prevalent? Sunnyside Pretoria - the national enclave for Nigerians with the highest crime rate in SA - 419 scams, drugs, prostitution, counterfeiting......... you name it!
 
In the USA they don't need to have any SIM card registered, they can just intercept you calls at will.

They also must have a warrant and if they don't, they can't use it against you in court.

But the NSA only does this to look for terrorist activity.
