Not only do the taxpayers pay them, but the tax payers have to foot the bill to pay for this (and other screwups). If their pay got docked, they would be a bit more careful.

Dave, I was a public employee for 6.5 years. I guarantee you that employees like that do not survive in the county I worked for. Union or no union, they would be gone.
 
The New York Daily News says that the Ford that got damaged actually belonged to the New York Housing Authority. So it was a city vehicle...which means that the city (read: TAXPAYERS) will pay for all the damages.
