Amal carb filter question

Hi all, got a question hopefully someone out there can help with. I have an Amal carb fitted to my bike, she fires up ok without an air filter, but if I fit a round pancake filter, she does not fire up. I think it's being starved of air with it on and so maybe set up for a bellmouth instead, but not sure. Ideally I would like some sort of filter to keep out any crap off the roads, any thoughts or replies would be appreciated. Thanks.
 
Both of the Amal Concentrics on my bikes are jetted according to factory specs and fitted with the pancake air filters.
Both bikes usually start on the first kick when cold and run fine.
If the air filter is clean then the problem has to be in the jetting and tuning.
