2015 Scrambler Fluid Line

I've generally only purchased new(er) bikes with warranties, but I just got a 2015 Scrambler 900. I noticed this line coming from the right side of the bike has a hole in it. Can anyone tell me if this is serious or can I wrap electrical tape around it?

What is the blue stuff? Is the case cracked? On the hose, I would replace it. I doubt tape is a good long term solution. Would be good to get a better overall picture what it is and where.
 
If it's a breather don't cover it. Is it oily inside? Use a Q-tip and run it down the hose. If it comes out with some oil on it, it's the crankcase breather to airbox connection. If the airbox was removed a filter should have been installed on the breather line to ensure dust and dirt don't enter the crankcase and that crankcase vapor pressure is vented to atmosphere. If it comes out clean then it's likely something like an AIS hose.
